Meskipun banyak definisi penilaian pendidikan dikemukakan oleh pakar-pakar seperti Stufflebeam , Thorndike dan Hagen dan Kubiszyn dan Borich , pada asasnya penilaian merupakan suatu proses membuat keputusan yang sistematik melibatkan pengenalpastian, pemerolehan dan pentafsiran maklumat yang berguna bagi pertimbangan pilihan-pilihan keputusan berasaskan kepada sesuatu objektif pendidikan.
